Many systemic failures of public works or social systems are not "purposeful" - usually the system's architects actually want to prevent inefficiency, corruption & dysfunction, but the execution relies on individual self interested actors who would rather not make the effort or get their taste.

It's a useful rhetorical device because its purpose - ha! - is to empower the speaker condemn a system as a malicious failure instead of giving it the benefit of the doubt in assuming the problem is actually hard to solve or injecting nuance... But that just means it's a white lie for convenience.

This is why "the purpose of a system is what it does" is one of those cliches I'm ambivalent at best about because it's at this point become an excuse to presume deliberate malice in every failure or injustice when often the reason isn't malice, it's because administration & execution are hard
