It's the reason as why you are far more likely to have a malevolent dictator than a benevolent one. Benevolent people generally do not aspire to become dictators and even less often succeed at becoming one. The personality traits that help becoming a ruler are not the ones predicting benevolence.

Female rulers are also no less as likely to be incompetent, narcissistic, sociopathic, or downright evil than male rulers. Why? Both are products of the same political system and have gone through the same cultural, political, and economic filters to get to power, regardless of sex.
