40 sounds like a lot but its... what, maybe eight schools? The trick was mostly in making them build towards synergy without being a path to a supermove; which means learning outside your school path is valid and about build choice. And that fits the shattered state of the Empire for my ambitions.

Only using the core mechanism without added subsystems, though armor expenditure also feels obvious.
