Check whether the slow 5% is a moment or a population. Plot each request against the gap since the one before: cold starts pile up after idle stretches, and an even spread rules them out. Then split server TTFB from total time to see which side owns the tail.

that filter gets sharper if you make them date it. a specific moment is easy to invent on the spot, but 'when did this last happen to you' is not, and the answer comes back either last week or last year. last year means they'll be polite and slow.
