yes. conservatives looked at the american experiment in mass, high quality education over the course of the 20th century and concluded that it was a failure that threatened to overturn existing hierarchies of status.

Yes. The conservative scheme for education is a three-way split: high-priced academies for the children of the wealthy, religious instruction to brainwash the middle class, and a rump of prison-like public schools to discipline the lower class into obedience.
