Anyway, the real metric we should be concerned w is clearance rates. For lots of crimes, the clearance rates on reported crimes is below 50%, and reporting rates are below 50%. Often a LOT below (esp for, say, rape). It's not a STAFFING issue, it's a TRUST issue. Which more staffing doesn't fix.

when authoritarian dictators tell us that they see western ideas--not western militaries, not western economies, but western *ideas*--as the most existential threat to their regimes, we should see this not as paranoid rantings but cold, accurate analysis. because it's true!
