Hopefully this has improved, but in my previous experience it was often hard to get a single video file that could do a silent autoplay loop across all platforms without a jolt at the loop point or some other UX issue (like unwanted controls appearing on iOS). Animated image formats just worked.

Nebenbei bemerkt sind schriftliche Erklärungen von Abgeordneten zum künftigen eigenen Verhalten ohnehin Humbug: Sie sind frei in ihrem Mandat und an Aufträge und Weisungen nicht gebunden.
