The proper term here is Special Naval Landing Force (SNLF). You can tell by the anchor insignia on the helment. Marines yes, but strictly for smaller scale raids and reconnaissance. At this time, large-scale amphibious warfare was the responsibility of designated Imperial Japanese Army divisions.

That was a point nobody made until it was pointed out that SOF are almost exclusively not covert actors, and I also *don't* think it stands because the classic death squad activity of killing people for their political beliefs is the only covert action option that's affirmatively off the table
