The answer is they don't care about the big stuff cuz it's more paperwork. Like, the IRS doesn't go after anyone making more than $200k per year cuz it's too much paperwork. In the US, a talented criminal can get away with murder as long as they commit 75+ other crimes within the same 24 hr window.
