It's completely appropriate, yes. If another person explicitly tells you they don't want a hug, then you can't hug them. Your relationship to them is *not relevant*, and your feelings don't take priority over theirs. The ad exists because so many people think there are exceptions to this.

My grandchildren sometimes shy from hugs. I am proud that both know how to say no to contact if they don’t want it. If they want comfort they initiate it and I give it. I am someone who was taught that relatives can have free reign. If I had known I could say no, my life would have been different.

"Demeaning to grandparents"? No. You don't have special hugging privileges, and if you care more about your grandchildren than yourself you'll teach them to stand up for themselves in this way. The ad was right. The criticism was wrong.
