A lot of people really want the government to make them prosperous, and don't want the government to completely abandon them, but what they really don't want more than anything is for the government to help them exactly enough that it's plainly up to them to thrive.

Especially when she knows that her husband abused the kids. She is a horrible person who is, if anything, complicit in crime. She is jealous that her daughter makes a life for herself rather than staying suppressed under their thumb. Fortunately, my parents are the best one can hope for.
