I think views over Carney's last-second decision to abandon talks are shaped by differing opinions regarding: 1 Whether the midterms/Trump's departure will reset Canada-US relations 2 Whether or not Carney actually wanted a comprehensive agreement w/ the US, as he claimed since day one.
