It's not a PSPO though. Ealing (& other councils) are using S149(2) Highways Act 1980 & defining obstructive e-bikes as a 'nuisance'. Of course footway *car* parking is also a nuisance but sadly using HA would be unlikely to stick in court. (see www.lodders.co.uk/highways-wha...)
