Like, cool, some people get sober through AA and religious instruction at places like Union Gospel Mission (as Ducksworth just said), but literally none of this has anything to do with anything the Seattle City Councl does.

"Try living on Lake Washington and they close it off to cars!" The city has long had an event in the summer called "bicycle weekends" where the streets are open to bikes and pedestrians for 8 hours a day two days a week. A lot of cross talk about how to discourage people from outside from coming in.
