Normally only 100 FTs & 200 DEs are funded, but ARC said they'd remove those caps this time, presumably because they initially planned that these would be the final rounds of each scheme. This meant a huge number of applications were submitted; ARC have compensated for this by funding more.

That "until we do" part is not because some sort of mutant virus all of sudden showed up - they're all around us, trying to expand their footprint, except most can't (and, hence, we don't observe them). All of that changes when the conditions are _just_ right - that's when pandemics might start.
