Sadly the World is not that simple. Many hard working people buy a second home as a retirement income. This image of rich landlords is a distortion of reality in many cases. It is like describing a home knitter as a fashion mogul.

The issues are much larger than funding. So you want the government to buy all existing privately owned apartment buildings, other than "luxury apartments" and every citizen is just granted an apartment? What would define the line between normal and "luxury"?

It’s always someone else’s fault when communism goes badly. In DPRK they ate bark to survive. Is that “fantastic”, compared to South Korea? China is going better under the free market, but millions died in famine under state control. Communist countries don’t escape the economic realities.
