What Clarkson here is referring to is that everyone has a point at which they say "nah cunt, not playing any more," and when they do that he and his ilk can say "aha! Aha see I toooold you so! These people are basically Hitler and I am good and nice and kind!"

This is, of course, simply a rhetorical play act. Suppose that people do "condemn" all these people? Well, you didn't do it enough. Did you contextualise anything? Stop that. Be more unequivocal. Now hop on one leg. I found someone not condemning them - do you condemn them too?

A fine example of why the BBC should not publish vox-pops (“‘Bus fare cut is no good for those who drive’ says Durham man” is literally the headline here) without challenge or context. Buses, famously the preserve of the managerial classes.
