How would international law disagree? In France, for example, moral rights are inalienable and can’t be waived. I’m also confused as to how making a grant of rights automatic on submission protects against scammers.

It’s your licensing terms that are abusive. Merely submitting should not constitute a grant of rights, and there is no good reason to require writers to waive their moral rights. Maybe you didn’t write the TOS but as publisher, you own (and should understand) them.
