Yes, low turnout states are typically safe Republican. Dems don't commit resources just to make those states closer, so Dem constituencies find less reason to turn out. A vicious cycle. Dems talk of a 50-state strategy but never really commit to one. Might be smart not to write off voters anywhere.

If so, that suggests Democratic leaning voters are being under polled. It also suggests the cold feet of those who usually vote Republican but thinking of voting for Democrats could throw polls off in the other direction, (Harvey Gantt NC 1990) the difference between Dems winning and winning big.
