While waste is bad, I’m curious how the HSE stacks up for this type of thing against other 150,000+ employee organisations. Given a sizeable number of HSE staff are on shift, doing overtime regularly, this doesn’t seem like a huge margin of error on a multi-BILLION annual wage budget.
