Yes he is. It's bad. And it's bad on several levels. First, he'll attack the results and who knows what he'll come up with. Even more, an absolutely necessary part of any dictatorship is to undermine faith in elections. He knows it, and it's part why he does it.

Congress can weigh in and stop it, but the republican party won’t let Congress act for the People and Nation as the Constitution allows and requires. A private political party is running our nation like a political rally & internal attack force with arm chair politics, not government and governing.
