Good questions! I think @aleksakaurin.bsky.social can respond better, but my attempt: yes, the noise estimate treats all change between two scheduled prompts where no stressor was reported as noise. (That sets the threshold; a big jump in such a pair still counts as "real".)

The 988 suicide prevention hotline's Press 3 option — which provides specialized services to LGBTQ callers — has been restored more than a year after the Trump administration shut it down. Confirmed by HHS and the office of Senator Tammy Baldwin, who led on legislation that forced its restoration
