99% of the time the question means does the state have a right to maintain a particular ethnic-majoritarian demography and legal supremacy at the cost of everyone else. In the parlance of the West though people tend to squirm around this and leave it unsaid but implied.

Maybe but if I'm asked straightforwardly if I think Israel has the right to permanently designate all non Jews as second class at best for the maintenance of Jewishness as state character then obviously I'll say no, no such right exists under international law.
