For all the crazy secrets people have found in MGS1, no one's mentioned this secret codec call. To trigger it, you need to have beaten Sniper Wolf for the second time, then backtrack to the men's restroom in Warhead Storage B1. Then make sure your PS1's internal clock is set to 3 am and call Otacon.
