Environmental litigators aren’t stopping the glut of natural gas fired infrastructure so we should take away the few tools that might help at least ameliorate the harms of that buildout & give ever more concessions to fossil fuels via NEPA exclusions is not the argument you think it is, @volts.wtf.

It's a one-armed scissor that deprives govt of a key complement to demand-side action & gives concessions to fossil fuels.
