I go back and forth on 'the key to growth is to get London growing again' and 'London is still overheated'. In a weird way I think it's sort of both? In that property prices still need to come down a bit further before labour mobility in London can improve

I would start with some sort of signs with a needlessly confrontational slogan on the motorways into London at the GLA boundary

The vast majority are. The legitimate care home have recruited a lot of people from the scam care homes since they were banned from recruiting abroad. Most of the rogue care homes from lost their license and yet most of the workers still have an active work visa and a lot are granted in country.
