    going all-decimal: financial and statistical calculations use the exponential function, and scientific calculations use the exponential and trig functions (and more) where results will usually be non-terminating. Might as well just use binary.

    there will always be some fractions you can't represent exactly in finite precision. The exact fraction 1/3 is non-terminating either way: 0.33333... in decimal vs 0.010101... in binary. In binary you get terminating representations only when you can express the number as a sum of reciprocal powers

Not much differences in practice, since once you take a square root or throw in pi or e or log(2), you end up with non-terminating numbers anyway. So there's no real advantage to

    Yes - is this is what you mean. Maple does this - it's a part of symbolic maths. It will give you and improper fraction to as many decimal places as you have the patience to wait for and read. Maple became the Symbolic Maths Toolbox for Matlab.
