argh! HMT took LCFS data and divided "energy spend" by "income" in each income decile. This produces unreliable estimates in the bottom decile, where households on average reporting spending more than their income (£291 vs £210 in 2024-25).

Postu gösterThis doesn't appear to account for the range of different rent controls out there (or the fact that some countries have had them in place for decades with limited issues) Our proposal earlier this year accounted for these 3 points (and other common criticisms) through careful design!
