This is legally incoherent. Absolute & conditional discharges are not out-of-court disposals. Nor are DTOs which are a custodial sentence available in the Youth Court. Plus discharges aren't convictions, see 82(2) Sentencing Code: www.legislation.gov.uk/ukpga/2020/1...

Quite a broad range of misconduct that will disqualify migrants from (ever?) getting permanent residence. It will only take a criminal *record*, such as an absolute discharge, rather than a full-on criminal *conviction*.
