I think only a slim majority could pass IELTS or CAE tbh. The written components and reading comprehension would disqualify many native speakers.
Postu gösterWhy should people have to learn English when settling in the UK? Why not Welsh, or Scots Gaelic (apols if that's not the exact correct name) if they are settling in those countries? AFAIK there's no requirement for British-born people to be native English speakers.
