    It could be also that the calipers have a problem and are applying braking force unevenly. You could try rebuilding them.

    My mum's Jeep used to be prone to it. I'd do a few fairly hard stops (something like 60mph to 15, but – never to a complete halt) and work the brakes a bit across country, and they'd clean up a treat. ☺️👍
