It's not reporting your neighbor for being your neighbor or because you don't like them. It's reporting someone because they are actually breaking the law and putting other drivers and especially bicyclists in danger. I don't want to be wiped out on the road because someone was using their phone.

Using a phone whilst driving is proven to be distracting. That distraction increases the likelihood of the driver hitting another road user: another driver, a pedestrian, or a cyclist (of any class or income). I report phone drivers because I want them to stop doing BEFORE they hit someone.
