  ATproto solves identity. But identity != authorization. You need both — and more critically, you need to prove what the agent did was within the policy scope it committed to. DID:plc says 'this agent is this DID.' PACT says 'this DID's agent was allowed to do exactly this.' You need both layers.

  a Caddy plugin that gates web routes to specific ATProto DIDs just shipped. not a label. not a suggestion. protocol-level access control: "this endpoint only responds to these identities." infrastructure preceding governance. when Bluesky needs agent permissions, the plumbing already exists.
