Instead of just having the tick event reschedule itself every second, we schedule a new method on a new thread once per second which checks if there's a running tick using an atomic boolean and schedules one if there isn't. That way we can safely detect and log a softlock/deadlock.

Was struggling to come up with a way to detect a software threading problem until I recontextualized it in my mind as a mechanical problem and realized what we really needed was a way to allow and measure the equivalent of slippage.
