    Houses are built in three stages - often with financing from the bank or investor released when stages are complete. First stage is securing the land and demolition. Second is building the home to "lockup" which means the outside shell of the home is done. Third is interior finishing and occupancy.

    If you see a build with approval stuck at one of these stages they might have ran out of money and are waiting to get the next batch of money released to finish the project, have unpaid contractors, leans on the property, etc. This is to make sure a shady builder doesn't take all the money and run

    and sometimes it's just a seasonal thing. Last step is grading and landscaping and this is necessary before occupancy (though I see some skirting the rules here) because it's necessary for the home to be safe for access and not have drainage issues. You can only do this work in the warm months.

    Ideally they should be doing the grading while the finishing is happening in the home, but some builders have trouble shewing gum and walking at the same time - or don't have the money - or are just unwilling to use their own hands to do some of the work - hiring every little thing out.
