  More generally, San Francisco is THE example of a major city that has generally smothered market-rate building for years while pursuing a below-market-rate-first strategy and the result has been a disaster, including for the low-income households BMR is supposed to help.

  New market rate housing may not be affordable to lower-income residents but it soaks up demand from higher-income renters, which takes pressure off the rest of the housing market. There's a lot of research demonstrating that projects like this make neighborhoods in general more affordable.

  Unfortunately, the logical last vote for a broadly urbanist agenda on the BOS, the supervisor of the mission, is a left NIMBY. That means that the entire pro housing agenda in SF needs the D2 supervisor.
