This is the case for Australia's national research grant scheme. We get to list a top 10 (would like to see this as top five or even three for early career). Whole career which is also good - we need time for upswings and down.

The UK REF used that system. Everyone needed 4 publications. For some that was everything, for others it was more of a top 4.

I don’t disagree but if it’s a mirror it’s like a funhouse mirror - it speeds up, distorts, and exacerbates the pre-existing problem.
