    i'd add that doing it in a local election year is also a cack-handed way of going about it - not only are next year's elections thrown into confusion as they could be for bodies which shortly cease to exist, but incumbent Cllrs now have all the incentive in the world to oppose it loudly

    I think there are some fair critiques of co-option for Councillors, namely the lack of individual democratic mandate, but balanced against the proportionality-wrecking nature of Council by-elections I think it's acceptable.

    I'm quite happy to fully endorse each of Allan's calls for reform here. Each of them would significantly improve the quality of Scottish democracy and the manner in which our elections are reported.
