The bad actor would have had to inject false data into thousands of individual ADS receivers. There is no single giant network. It's just receivers passing along whatever they hear into a database, and there are many such databases.

They're still missing the point that the plane in question had been broadcasting continuously for thousands of miles. If this ADS signature had burst into existence over West Palm and then crashed, sure. That could be a drone. That's not what happened.
