This would be a sea change (complimentary) for US democracy. Imagine every vote counting the same for President, regardless if you live in a swing state or a safe state. Imagine campaigns catering to California, Massachusetts, and Oklahoma voters in an effort to drive up turnout everywhere.

A track record of productivity, yes, but I've never seen anyone even consider auditing outputs vs proposal contents over some time window. A healthy funding system built around decent-sized 5-year grants does demonstrably support long-term research programs.

Yes, definitely not saying <10% success rates are better. But I don't think it's generally true from my experience that grant reviewers are expecting or demanding immediate returns--those gantt charts on the last page of a proposal are kayfabe and everyone knows it.

There’s also a big difference in being accountable for using those funds vs having to fight tooth and nail every few years with lapses in funding that prevent doing high-risk research.

@crick.ac.uk are advertising a 4-year fellowship programme where you can either propose your own project or use one of the PI proposals as a starting point. @vchandra.bsky.social, @marcusghosh.bsky.social and I have a suggested project on studying brain robustness in small networks (see below).
