    Is an alternative to link submission with review activity -- more submissions >> greater reviewing obligations? Upside is that this could be done at the journal level. Downside is that review quality also matters/would need to be monitored.

    There's definitely a lot of new pressure on editors and reviewers as submissions increase. Three seems a rather low cap, especially for people who co-author frequently; and it also seems difficult to implement across journals with different software and publishers?

    A very interesting idea. Lots of technicalities to figure out, as mentioned in these threads, but the principle could move incentives towards a more thoughtful direction. That said, I wonder about the unintended consequences. We don't want an artificial cap on knowledge production.
