As a former HMRC employee (sorry, but someone has to do it) I can tell you that the acronym MTD was widely known across the office as meaning “Making Tax Difficult”.

I would be more concerned about the compliance cost. With a threshold of £20k gross income (soon) for MTD which requires choosing and probably paying for 3rd party software, low-level self employed like gig workers are facing a completely unreasonable burden.
