    More importantly, oil takes longer to extract as stockpiles dwindle, and we are already beyond our capacity to quickly respond to an emergency *right now*

    Good question - we’re at the point now that even extracting oil gets complicated. The oil is held in salt caverns and water is pumped in at the bottom to displace oil upwards. At 70M barrels, oil water ratio is too low. Water can enter extraction devices and even start eroding the caverns.
