Because of course that's the state of the entire remainder of the line, right? I'd be shocked if those tracks were in serviceable state prior to the work. Most if not all of the rest of the line isn't.

So basically Metrolinx said to the City "Sure, you can work here, but you have to leave it in better condition than we've kept it." And by the time they do use the line, this new section will have deteriorated and will require remedial work. Money well wasted. Thanks, Metrolinx.
