Also, just a lore issue here but...who said there were any non-combatants aboard either Death Star? We sure don't see any. Not that it would change its status as a valid military target in the slightest if there were.

Useful occasion to mention that your military installation does not become immune from attack because you put children on it. And a Death Star makes any proportionality argument moot.

the only plausible means to do such a strike is with the air leg, the bombers are not kept generated day to day, and if they was an order given to generate you'd have heard about it in the news between it leaking and other means of observation
