Oh you are talking about record labels that actually make money. I never have had any contact with them. Every label I know are basically DIY labor of love

Back to the original question of whether it's fair to ask artists to chip in, I think it comes around to this: it is fair, IF the label is a collective and decides together that a compilation is a good way to advertise. It's more efficient to send out one CD to media than a whole bunch of them.

It also kind of forces the question, "what is the point of a label that doesn't have an advertising budget?". Why would I want to be on a label that can't reach more people than I can on my own? It should be sending things out to radio, to media for review, etc. that I don't have the time/$ for.
