it's fun because we normally think of the various powers of government as separated in three parts, but it's a bit of an oversimplification, and impeachment is one of those times when the congress acts at the apex of its constitutional power

Right. Precisely *because* of this tendency for power to slosh around within structures. If the White House janitor emerged as a crucial figure in matters of state, the position would need to be accountable to Congress.

oh, in that case it was basically unconstrained. There was a case of an Admiral who was impeached for losing a battle at sea IIRC.
