Poor decision-making by incompetent managers certainly is part of the problem, but so are the Home Office' hostile environment, and price and other regulations by Powell's department and the Office for Students.

I must have missed the bit where university leaders set fees, restricted visas, cut the teaching grant, raised NI, and created a hostile environment for overseas students.

Seen a lot of dunking on Powell here and that's mostly justified, but it's also true that without governance reform--meaning, at least, real accountability for university executives--we're never going to get a system that actually works for the collective pursuit of higher knowledge.

Government policy created the crisis with structural underfunding and reliance on overseas fees baked in. They then put a levy on these students and reduced the funding provided for special priorities. Nothing new from what Margot said, but SO infuriating to see such abdication of responsibility.
