I don't think that's what he's saying. He could mean that this will drag out the war even more, not decide it. Also note that this remark was made at a NATO summit. "Escalation" could also reference the Suwalki gap scenario, or nuclear dynamics.

I think he's not saying "you are going to lose the war because big strong Russia is going to mobilize" and more like "the window of opportunity for Ukraine to do something more at the front than just slowly lose trenches is rapidly closing"
