I believe that should be a progressive property tax system, just like there is a progressive income tax system. Quite a lot of gentrification is built on partitioned heirs unable to pay the property taxes.

"Disavow" is inapplicable as a neutral description in a case where somebody had no previous avowal they're walking back. That's why it's being used as a manipulative term regarding El-Sayed, because it implies it's some kind of reversal of his past position, which is of course baseless nonsense.
